Tournament Format and Rules

1. CREDENTIAL CHECK

Each player must be listed on the team’s current roster (CYSA goldenrod including any add/drop forms) and have a valid USYSA player pass. Signed medical release forms for each player will be required. At the MANDATORY CREDENTIALS CHECK-IN to be held Friday, October 28, 2005, each team will receive a tournament packet containing programs, tournament pins, tournament survey, and any last minute instructions. All credentials must be checked-in at the pre-tournament check in. Only teams who contact our tournament director 72 hours prior and have a valid reason that they can not check-in on Friday, will be allowed to check-in at the Tournament Headquarters two hours prior to the start of their first game.

2. PLAYING RULES

All games will be played in accordance with the FIFA laws as modified by CYSA-N rules or amended by these tournament rules.

ALL GAMES ARE FINAL – NO PROTESTS WILL BE ALLOWED!

GOOD SPORTMANSHIP will prevail at all times. Coaching will only be permitted from the team bench that shall not be more than 10 yards from each side of the mid-field line. CYSA restrictions of coaching from the bench area shall apply. Coaches are responsible for the conduct of their players, parents, and spectators. Coaches and substitute players may not enter the field of play except upon the referee’s signal. Parents and spectators may not enter the field of play. Coaches, players, parents and spectators shall not harangue or attempt to distract players, assistant referees, or the center referee. Infraction of these rules will result in a caution, followed by an ejection and appropriate disciplinary action by the Tournament Director.

EJECTIONS: Players ejected from a game will automatically be suspended from the team’s next game. Ejections will be reviewed by the Tournament PAD Committee and may result in a more severe penalty. Fighting by players, violent conduct, and harassment of referees by coaches, parents, and spectators will be considered serious misconduct and will be disciplined accordingly. Each ejection will result in a one-point deduction from the team’s total tournament points.

All teams will play three preliminary games. Referees have been instructed to not add time onto the game for injuries or other delays. There will be no overtime in preliminary games ALL TIES STAND.

FORTEITURES: Any team not ready to play within ten (10) minutes of their scheduled game will forfeit the game. Teams that use an ineligible player in a game shall lose that game by a forfeit. All forfeits are scored 2-0 for the opposing team. Any team that drops below seven (7) players on the field shall have the game terminated and shall lose that game by a score of 2-0, or more; depending upon the score of the game at the time the game is terminated.

EXAMPLE: If the opponent is winning by a score of 4-1 when the game is terminated, the score will stand. If the opposing team is winning by a score of 1-0 or the score is tied, the score shall be posted as a 2-0 win, whichever score benefits the opposing team the most in point’s standing. No points will be awarded if neither team shows up.

HOME TEAM is listed first on the game schedules. The home team will provide the game card, the game balls (3), and will be required to change uniforms in the event of a color conflict. The home team has the choice of touchline. In Championship and Consolation games, the home team will be the team with most points. In the case of a tie, the home team will be decided by the Tournament Director(s).

CYSA Article 3:08:01 states, "Players wearing orthopedic casts, air splints, or metal splints shall not be eligible to participate in any game." CYSA PIM 00-2, "Players wearing orthopedic casts, braces (metal, carbon fiber, hard plastic, and like devices), or splints (air or metal) shall not be eligible to participate in any game, practice, tryout, or training session."

CYSA Article 3:08:02 states, "Charging the goalkeepers shall not be permitted at any time, when he/she is within his/her own penalty area.

3. AWARDS

All participants will receive a tournament program and pin. Individual trophies will be awarded to first, second, and third place. Individual metals will be awarded to fourth place.

4. A FEW REMINDERS

This tournament recognized the CYSA policy no alcohol, drugs, and tobacco products, and its use is prohibited at the site of any CYSA sanctioned event.

PETS – Due to site regulations and insurance reasons, DOGS WILL NOT BE ALLOWED AT THE SOCCER FIELDS.

TENTS/CANOPIES – Due to the site regulations and insurance reasons, tents/canopies can ONLY be used on the outer perimeters of the entire soccer complex. No tents/canopies will be allowed between any fields.

Games may be shortened at the discretion of the Tournament Director due to weather, injuries, game delays, or other factors that would unduly compromise the completion of the Tournament as scheduled. Half time may be lengthened/shortened at the discretion of the referee in accordance with USSF and FIFA.

The Tournament Committee is the "COURT OF LAST RESORT". If the rules do not cover it, the Tournament Committee will. THEIR DECISION IS FINAL!

5. TOURNAMENT FORMAT

FIVE TEAM DIVIONS: All round robin formats will be used with each team playing all other teams. There will be no overtime in any games. First, second, third and fourth place will be determined by points. In case of a tie, the criteria is tie-breaking rules will apply.

SIX TEAM DIVISIONS: The teams will be divided into two flights of three teams each. Each team will play the other two teams within their flight and then each will have a crossover game from the other flight. The team within each flight with the highest amount of points will advance to the championship game. The team within each flight with the second highest amount of points will advance to the consolation game.

EIGHT TEAM DIVISIONS: The teams will be divided into two flights of four teams each. Each will play two games in their fight and then each will have a crossover game from the other flight. The team within each flight with the highest amount of points will advance to the championship game. The team within each flight with the second highest amount of points will advance to the consolation game.

TWELVE TEAM DIVISIONS: The teams will be divided into three flights of four teams each. Each team will play three games; two on Saturday and one on Sunday within their respective flights. The teams will be ranked according to points after their three preliminary games. The teams who rank first and second in points will play for championship and the teams who rank third and fourth in points will play for consolation.

SIXTEEN TEAM DIVISIONS: The teams will be divided into four flights of four teams each. Each team will play three games; two on Saturday and one on Sunday within their respective flights. The teams will be ranked according to points after their three preliminary games. The team, who ranks first in points, per flight, after their three preliminary games, will play either for Championship or Consolation, depending on points.

SCORING: A team will receive six (6) points for a win, three (3) for a tie, zero (0) points for a loss and one (1) point for every goal scored up to a maximum of three (3) per game. There will be one (1) point awarded for the team who holds their opponent scoreless during the game. The maximum points a team can earn per game are ten (10). If the ending score of the game is 0-0, each team will be given four (4) points for the shutout.

7. GAME LENGTH

If the Championship or Consolation games are tied at the end of regulation time, overtime finals will be two ten (10) minute overtimes and then penalty kicks as per FIFA.

8. TIE BREAKING RULES

Teams within the highest number of points after the preliminary rounds advance to the final. In the case of a tie, the following method will be used to determine which teams advance:

A. Head to head competition, winner advances.

B. Fewest goals allowed.

C. Most goals scored to a maximum of five (5) per game.

D. Goal differential; goals scored minus goals allowed up to a maximum

Differential of four (4) per game.

E. Fewest red cards.

F. Flip of a coin by tournament officials.

9. SUBSTUTION

Unlimited substitutions (per CYSA rules) with the consent of the referee shall be permitted as follows:

A. Prior to a throw-in, in your favor.

B. Prior to a goal kick, by either team.

C. After a goal, by either team.

D. After an injury, when the referee stops play, be either team.

E. At half time.

F. When the referee stops play to caution a player, ONLY THE CAUTIONED PLAYER MUST BE SUBSTITUTED, PRIOR TO THE RESTART OF THE GAME. A YELLOW CARDED PLAYER MAY RE-ENTER THE GAME AT THE NEXT NORMAL SUBSTITUION.

10. GUEST PLAYERS

NO GUEST PLAYERS WILL BE ACCEPTED IN THIS TOURNAMENT.
