ENTRY FEES

A check or money order in the amount of $375 made payable to Turlock New Years Derby must be submitted along with your approved CYSA tournament application.  Entry fees will be refunded in full to any team not accepted to the tournament.

GUST PLAYERS
No guest players are allowed

APPLICATION INFORMATION & DEADLINE
Applications which have sanctioned my the team’s District Tournament Coordinator must be submitted to: Turlock New Years Derby C/O Nivete Mulgado, 1040 Georgetown Av Turlock, CA  95382.  Applications must include a check or money order as specified above.  No incomplete applications will be accepted.  Teams applying after the deadline may be considered only if there are any existing vacancies and if no timely applicants are rejected in order to accommodate a late application.  A refund of the team’s entry fee will be included in notices sent to rejected teams.

SELECTION PROCESS
Selection will be based on geographic considerations that will provide opportunities for a variety of districts, team’s won-loss record and on the date of application

WITHDRAWAL POLICY
Any team withdrawing must do so in writing sent return receipt requested and postmarked not later than ___________ (date coming soon)  Failure to do so may result in a minimum $300 team penalty assessed by CYSA as well as forfeiture of their entry fees.

LOCATION

The tournament will be held at the Turlock Regional Sports Complex/Pitman High School

MANDATORY CHECK-IN

each team will receive a tournament packet containing programs, tournament pins, tournament survey, and any last minute instructions.  Game cards will be provided & filled out at check-in.


CREDENTIAL REQUIREMENTS

USYSA member pass for each player, for each coach, assistant coach and official, and roster properly stamped and signed by the appropriate district commissioner/registrar will be required.  Any appropriate player adds (CYSA form 1608), releases (CYSA form 1609), transfers (CYSA form 1610) and adult adds (CYSA form 1626) must accompany the roster at check-in.  A USYSA membership form (USYS form 1601) with the medical release and hold harmless sections signed in original ink by both the appropriate person must be submitted for each player at check-in.  Under no circumstances may a player participate in a tournament game without a proper member pass and a properly signed UDYSA membership form (USYS form 1601).  A team must have at least one properly credentialed adult present on the sidelines of each match.  All member passes will be check prior to the beginning of each game.   

PLAYING RULES
All games will be played in accordance with the FIFA laws as modified by CYSA-N rules or amended by these tournament rules.  Teams must be given a minimum rest period of two hours between games.  The rest period will commence when a team’s match ends and will end when the team’s subsequent match begins

SUBSTITUTION
Unlimited substitutions (per CYSA rules) with the consent of the referee, shall be permitted as follows:
    A.  Prior to a throw-in, in your favor
    B.  Prior to a goal kick, be either team
    C.  After a goal, by either team
    D.  After an injury, when the referee stops play, by either team
    E.  At half time
    F.  When the referee stops play to caution a player, ONLY THE CAUTIONED PLAYER WILL BE AND MUST BE SUBSTITUTED, PRIOR TO THE RESTART OF THE GAME.  A YELLOW CARDED PLAYER MAY RE-ENTER THE GAME AT THE NEXT NORMAL SUBSTITUTION.
**Substitutes must notify the referee and wait for his/her signal before entering the field at mid field.

SEND-OFFS
If a player or coach is rejected from a game, he/she is automatically suspended from the teams next game.  Two (2) points will be deducted fro each RED CARD received by a coach or assistant coach, one (1) point will be deducted for each RED CARD received by a player.  Violent red card ejections could result in suspension from the remainder of the tournament.  fighting and use of profanity by the players and harassment of referees by coaches and/or parents will no be tolerated.

SCORING

Game points will be awarded as follows:
    6 points for a win
    3 points for a tie
    0 points for a loss
    1 point for each goal scored (max of 3 goals per game)
    1 point for a shutout (0-0 tie will be scored as 4 points)
    The maximum points possible for any game is 10 points
Scoreboards will be located at the Tournament Headquarters

FORFEITURES 
Any team not ready to play within five (5) minutes of their scheduled game will forfeit the game.  Teams that use an ineligible player in a game shall lose that game by a forfeit.  All forfeits are scored 2-0 for the opposing team.  Any team that drops below seven (7) players on the field shall have the game terminated and shall lose that game by a score of 2-0, or more; depending upon the score of the game at the time the game is terminated.  If the opponent is winning by a score of 4-1 (example) when the game is terminated, the score will stand.  If the opposing team is winning by score of 1-0 or the score is tied, the score shall be posted as a 2-0 “win”; whichever score benefits the opposing team the most in point standings.  No points will be awarded if neither team shows up.

TIE BREAKING PROCEDURES
Teams within the highest number of points after the preliminary rounds advance to the finals.  In the case of a tie, the following method will be used to determine which teams advance:

    A.  Head to head competition, winner advances
    B.  Least goals allowed
    C.  Most goals scored to a maximum of 5 per game
    D.  Goal differential; goals scored minus goals allowed up to a maximum
         differential of four (4) per game.
    E.  Fewest red cards
    F.  Flip of a coin by tournament official.

HOME TEAM
is listed first on the game schedules.  The home team will provide the game card,  the game ball, and will be required to change uniforms in the event of a color conflict.  The home team has the choice of touchline.  In Championship and Consolidation games, the home team will be the team with the most points.  In case of a tie, the home team will be decided by the toss of a coin.

TOURNAMENT FORMAT

FIVE TEAM DIVISION:
In a group with one flight of five teams, each team will play each other four teams in it’s flight.  The team with the most accumulated points after four games will be awarded First Place.  The team with the second most accumulated points after four games will be awarded 2nd place.  The team with the third most accumulated points after four games will be awarded 3rd place.

SIX TEAM DIVISION:  The teams will be divided into two flights of three teams each.  Each team will play the other two teams within their flight.  First place in flight A will play second place in flight B, first place in flight B will play second place in flight A.  Winners of these games will advance to the championship games & the losers to the consolation game.

EIGHT TEAM DIVISION: 
The teams will be divided into two flights of fourth teams each.  Each team will play the other three teams in their flight.  The team from each flight with the highest amount of points will advance to the championship game.  The team rom each flight with the second highest amount of points will advance to the consolation game.

TEN TEAM DIVISION:  The teams will be divided into two flights of five teams each.  Each team will play three teams within their flight. The team from each flight with the highest amount of points will advance to the championship game.  The team from each flight with the second highest amount of points will advance to the consolation game.

TWELVE TEAM DIVISION:  The teams will be divided into four flights of three teams each, each team will play the other teams in their flight, with the winning team advancing to the trophy round.  Winners of the flights will play each other to determine who will advance to the championship game, losers of these trophy round games will play in the consolation game.  Second and third place finishers in the preliminary flights will play corresponding finishers in another flight.

If the Championship or Consolation games are tied at the end of regulation time, overtime finals will be two (2) five minute overtime and then penalty kicks are per FIFA.

INJURIES & MEDICAL ASSISTANCE
Any injuries must be reported to a tournament official so that an accident report can be completed.  A tournament official will call 911 for an injury at the coach’s or parent’s request

GOOD SPORTSMANSHIP
Good Sportsmanship
will prevail at all times.  Coaching will only be permitted from the team bench that shall not be more than 10 yards from each side of the mid-field line.  CYSA restrictions on coaching from the bench area shall apply.  Coaches are responsible for the conduct of their players, parents, and spectators.  Coaches and substitute players may not enter the field of play except upon the referee’s signal.  parents and spectators may not enter the field of play.  Coaches, players, parents, and spectators shall not harangue or attempt to distract players, assistant referees, or the center referee.  Infraction of these rules will result in a caution, followed by an ejection and appropriate disciplinary action by the Tournament Director.

AWARDS
All participants will receive a tournament pin & 15 programs for each team
12 - team brackets Trophies/Medals will be awarded to 1st - 4th places
10 - team brackets Trophies/Medals will be awarded to 1st - 4th places
8 - team brackets Trophies/Medals will be awarded to 1st - 4th places
6 - teams brackets Trophies/Medals will be awarded to 1st - 3rd places
5 - team brackets Trophies/Medals will be awarded to 1st & 2nd places
4  - team brackets Trophies/Medals will be awarded to 1st & 2nd places
**T-Shirts might be substituted prizes for 1st place teams

EJECTIONS
 
Players ejected from a game will automatically be suspended from the team’s next game.  Ejections will be reviewed by the Tournament PAD Committee and may result in a more severe penalty.  Fighting by players, violent conduct, and harassment of referees by coaches, parents, and spectators will be considered serious misconduct and will be disciplined accordingly.  Each ejection will result in one-point deduction from the team’s total tournament point.

WEATHER CONDITIONS
If deemed necessary by the Tournament Committee, games may be shortened or canceled due to extreme weather conditions

TOURNAMENT CANCELLATION
If the tournament must be canceled due to inclement weather, acts of civil disobedience, war, destruction of facilities or other circumstances deemed by the CYSA State Tournament Committee to be beyond the control of the hosting league, the tournament may retain up to 30% of the entry fee once the tournament’s expenses are verified and approved by the CYSA Tournament Committee Chairman.  Refunds of no less than 70% of the team’s entry fee will be postmarked and mailed ot the teams within 45 days of the approved tournament date.

HOUSING
Housing for visiting teams will not be provided.  A list of local accommodations will be sent to accepted teams.

CYSA Article 3:08:01 states, “players wearing orthopedic casts, air splints or metal splints shall not be eligible to participate in any game.”  CYSA PIM 00-2, “players wearing orthopedic casts, braces (metal, carbon fiber, hard plastic, and like devices), or splints (air or metal) shall not be eligible to participate in any game, practice, tryout, or training session.”

CYSA Article 3:08:02 states “Charging the goalkeepers shall not be permitted at any time, when he/she is within his/her own penalty area.

Games may be shortened at the discretion of the Tournament Director due to weather, injuries, game delays, or other factors that would unduly compromise the Compton of the Tournament as scheduled.  Half time may be lengthened at the discretion of the referee in accordance with USSF and FIFA.

The Tournament Committee is the “COURT OF LAST RESORTS”.  If the rules don't cover it, the Tournament Committee will.  Their decisions are final!

The tournament committee shal consist of the Tournament Director and any other predesigned Tournament Officials

TOURNAMENT COMMITTEE RESERVES THE RIGHT TO ESTABLISH POLICY AS DEEMED NECESSARY IN REGARD TO PROBLEMS AND CIRCUMSTANCES THAT ARE NOT SPECIFICALLY COVERED.  THE DECISIONS OF THE TOURNAMENT COMMITTEE ARE NOT SUBJECT TO APPEAL
